In this case, Program A's leakage (benefits accruing to quintiles 35) would be 45 percent of benefits whereas Program B's leakage (benefits accruing to quintiles 25) would be 55 percent of leakage. Expressed this way, Program B performs less well than Program A, but purely because it is being judged by a higher standard. In this book, we label as progressive a distribution of benefits that gives a higher proportion of benefits to the poor than the proportion of the population that they represent.
Again, this study was not designed to cast new light on these issues, so this section must suffice to remind the reader of their importance in making a full evaluation of any program. Page 12 Many discussions of targeting (see, for example, Besley and Kanbur 1990, Alderman 1991 and Ravallion 1992) assume that an individual's political support for a program is determined by whether or how much that individual may benefit from it and that the poor have little political voice. Thus, if a program is well targeted to the poor and the poor are relatively disenfranchised, the program may have little political support and a correspondingly small budget.
The programs were selected on the basis of three criteria. First, programs that would represent a mix of targeting mechanisms and benefit types were sought. Second, programs for which incidence information would be available were given priority. Third programs for which a case study could be produced at low cost were preferred. While the resulting mix of case studies is neither scientifically chosen Page 2 nor exhaustive, it is, to the author's knowledge, the most complete compilation of comparable quantitative information available in the literature.
